Cosmetics companies gather in FTZ thanks to new import policy

A batch of 5.7-ton “HadaLabo” facial cleanser has recently finished import declaration at Shanghai Waigaoqiao Free Trade Zone. The batch of cosmetics was Mentholatum (Shanghai) Co’s first non-special use cosmetic import trial and record.

Since the introduction of the non-special use cosmetics record pilot program in the Pudong New Area, 45 cosmetics companies have registered new companies in the area, creating an aggregation effect on cosmetics companies.

Other than renowned international cosmetics companies, such as Chanel and Elizabeth Arden, which have already set up their headquarters in the area, Johnson & Johnson, Henkel, and L’Oreal have all chosen to declare their imports in the area.

Until the end of February, Waigaoqiao Entry-Exit Inspection and Quarantine Bureau had released 379 batches of non-special use cosmetics, accounting for 63.5 percent of the total non-special use cosmetics imported through Shanghai ports.
