Pudong to further shorten clearance time in the Free Trade Zone

The Third Plenary Session of the Fourth CPC Shanghai Pudong New Area Committee, which was held recently in the district, called for further reduction in the clearance time in the Shanghai Free Trade Zone.

The meeting also urged the district to further reform and improve the clearance efficiency at the Shanghai Customs, including processes such as loading, transshipping, and storage.

The Shanghai Pilot Free Trade Zone’s Bonded Area’s clearance time of maritime shipping and air shipping should be further reduced, so that the maritime shipping clearance time will be reduced to two days and air shipping will be reduced to 12 hours. In 2020, their clearance time will be respectively reduced to 24 hours and six hours, which will cover 95 percent of the ports’ shipment.

The meeting also decided that the approval time of companies’ investment projects will be shortened, including the issuance of construction license. The approval time for projects with design scheme will be shortened to 15 working days, and for projects without design scheme, the approval time will not exceed 48 working days.

Also, enterprise name change registration, and companies’ registration with names chosen from the name library for registration will be handled on the spot. And the practice of “Doing business first, register later” will be promoted all across the district.
